Why it looks like this

Baoshan sits where the Huangpu River and Shanghai meet the mouth of the Yangtze. In 1978, at the very start of China's reform era, the state chose this riverside for its flagship modern steel plant — Baosteel — and a workers' city grew with it.

The map shows the pairing: enormous industrial blocks and docks along the water, with planned residential grids and newer suburbs filling in behind them as Shanghai swallowed the district.
