Why it looks like this

Zhuhai exists as a mirror of Macau the way Shenzhen mirrors Hong Kong: in 1980 the fishing county at the Gongbei border gate became one of China's first special economic zones. Unlike its neighbours, it chose a garden-city path — lower densities, a long scenic Lovers' Road along the shore, and islands scattered across its waters.

In 2018 it became the mainland anchor of the Hong Kong–Zhuhai–Macau Bridge, a 55-kilometre chain of bridges, artificial islands and an undersea tunnel — the longest sea crossing ever built, landing beside the border city it was named for.
